Noncompliant Clear Vision Zone

Bend Parks and Recreation District continues to stripe and allow vehicle parking inside the clear-vision area where the shared-use path crosses the Juniper Park drive aisle. Oregon’s daylighting law prohibits parking within 20 feet of a crosswalk—even when it’s unmarked at a path/roadway intersection—and City of Bend clear-vision standards require sight triangles to be kept free of parked vehicles and other obstructions. National guidance (MUTCD 11th) calls for marked crosswalks when a shared-use path crosses a roadway and recommends parking restrictions to improve visibility; FHWA and state design guidance highlight the risk created when parked vehicles hide people in the crossing. Despite recent restriping that shows capacity to act, preserving parking here sacrifices sight lines and predictably endangers people walking and biking.
