Maintaining Dangerous Parking Facilities

The City of Bend continues to stripe and maintain vehicle parking inside an active bike lane on NW Franklin Avenue, downtown. This design violates Oregon law and state engineering standards, which prohibit parking within bicycle lanes. Research by the Federal Highway Administration shows that protected bike lanes with physical separation reduce crashes by up to 50 percent compared with painted-only lanes. Bend’s decision to preserve parking instead of safety leaves riders exposed to predictable, preventable harm.
